Residence Pass-Talent (RP-T) Malaysia: Who Qualifies and How It Differs from an Employment Pass

The Residence Pass-Talent (RP-T) is a 10-year renewable pass for highly skilled expatriates already working in Malaysia, administered by Talent Corporation Malaysia (TalentCorp). Unlike an Employment Pass, it is not tied to a single employer, so holders can change employers without renewing the pass. To qualify, you must have worked in Malaysia under an Employment Pass for at least three consecutive years, earn a basic monthly salary of RM15,000 excluding allowances and bonuses, hold a recognised degree, diploma or professional certificate, have at least five years of total work experience, and have income tax paid for the most recent two years. The spouse of an RP-T holder may also work in Malaysia without applying for an Employment Pass, and a spouse and children under 18 are eligible for the RP-T Dependant Pass. Meeting every criterion makes you eligible, not approved.

You have been in Kuala Lumpur for four years. Your Employment Pass is up for renewal again, your spouse has turned down two job offers because a Dependent Pass will not let her take them, and a competitor has just made you an offer you cannot properly consider — because changing employers means starting your immigration paperwork from scratch.

That is the moment the Residence Pass Talent Malaysia route starts to matter.

The Residence Pass-Talent — RP-T Malaysia, as most people search for it — is a 10-year pass for high-calibre expatriate professionals already working here. Its defining feature is independence: the pass belongs to you, not to your employer. This guide covers RP-T eligibility Malaysia, what the pass grants you and your family, how the application works, and how it compares with an Employment Pass.

What is the Residence Pass-Talent (RP-T)?

The Residence Pass-Talent is a 10-year renewable pass for highly skilled expatriates already working in Malaysia, administered by Talent Corporation Malaysia (TalentCorp). Unlike an Employment Pass, it is not tied to a single employer.

TalentCorp describes the RP-T as a pass for “highly skilled expatriates who wish to build a long-term career and life in Malaysia” — C-suite executives, technical experts and global innovators among them (TalentCorp). The programme exists to retain experienced professionals who are already contributing here, rather than to bring new talent in. That distinction shapes everything about it: there is no direct-entry route from overseas. You earn your way into this long term work visa Malaysia option by building a track record locally first.

RP-T holders have been approved across sectors including oil, gas and energy, information and communication technology, financial services, education and business services, with TalentCorp also pointing to emerging areas such as renewable energy, digital marketing and biotechnology (TalentCorp). Sector relevance is part of how an application is assessed, though the published criteria do not impose a hard sector restriction.

Who qualifies for the Residence Pass-Talent?

To qualify, you must have worked in Malaysia under an Employment Pass for at least three consecutive years, earn a basic monthly salary of RM15,000 excluding allowances and bonuses, hold a recognised degree, diploma or professional certificate, and have at least five years of total work experience.

Here are the published Residence Pass Talent requirements in full:
CriterionRequirement
Time in MalaysiaMinimum 3 consecutive years working in Malaysia under an Employment Pass at the time of application
Current passValid Employment Pass with more than 3 months’ validity
Basic salaryRM15,000 per month — basic salary only, excluding any allowances and/or bonuses
Declared incomeYearly basic salary declared of at least RM180,000 per annum
Tax recordMalaysian tax file number, with income tax paid for the most recent 2 years (minimum)
QualificationsPhD, Master’s, Bachelor’s Degree or Diploma, or a professional/competency certificate from a recognised institute
Total experienceAt least 5 years of total work experience

Two details catch people out. First, the RM15,000 is basic salary only — bonuses and allowances do not count toward it. Plenty of expatriates whose total package sits comfortably above RM20,000 find their basic salary falls short. Second, the tax record has to be clean and consistent: TalentCorp looks for tax paid over the most recent two years against a declared basic salary of at least RM180,000 a year.

Meeting every criterion makes you eligible, not approved. TalentCorp states that the criteria are minimum thresholds and that “the approval status of the application is subject to the discretion of the RP-T Panel” (TalentCorp). Nobody — including us — can guarantee an outcome.

How is the RP-T different from an Employment Pass?

The core difference is ownership. An Employment Pass is sponsored by, and tied to, one employer; the RP-T is issued to the individual and travels with them. That single structural difference drives every practical advantage below.

Employment PassResidence Pass-Talent
DurationUp to 10 years (Cat I); up to 10 years with succession plan (Cat II); up to 5 years with succession plan (Cat III)10 years

Spouse’s right to workMust obtain own work authorisationMay work without applying for an EP
ChildrenDependent Pass for children under 18RP-T Dependant Pass for spouse and children under 18
Parents / in-lawsSubject to category and approvalRenewable 1-year Social Visit Pass for up to 5 years

Note the salary comparison, because it surprises people: from 1 June 2026, a Category I Employment Pass requires a basic salary of RM20,000 and above, while the RP-T threshold sits at RM15,000. The pass with the stronger rights has the lower salary bar. What the RP-T asks for instead is commitment — three consecutive years of employment here and a verifiable tax history. If you are weighing a renewal against an RP-T application, here’s the guide to Employment Pass renewal in Malaysia sets out what each route demands.

against the current RP-T criteria and tells you straight what to fix first.

Can an RP-T holder change jobs without a new pass?

Yes. TalentCorp lists “flexibility to change employers without having to renew the pass” as a core RP-T benefit (TalentCorp). This is the single biggest practical difference from an Employment Pass.

For anyone who has tried to change employer on an Employment Pass in Malaysia, the contrast is stark. On an EP, a new employer means a new sponsored application, a gap to manage between passes, and a fresh assessment against whatever salary thresholds apply on the day you submit. On an RP-T, the pass is already yours. That changes how you negotiate: you can consider an offer on its merits rather than on whether the hiring company’s immigration team can carry the paperwork.

It is still worth keeping your records with TalentCorp accurate, since the pass is granted subject to you continuing to meet the criteria throughout the approval period.

Can an RP-T holder's spouse work in Malaysia?

Yes. TalentCorp confirms that “the spouse of a RP-T holder may work in Malaysia”, and its benefits page states the spouse “can also seek employment without the need to apply for an Employment Pass” (TalentCorp).

For dual-career households this is often the deciding factor. A spouse and children under 18 are eligible for the RP-T Dependant Pass, and spouses and children under 18 may also study in Malaysia. Parents and parents-in-law are not covered by the dependant pass, but are eligible for a renewable one-year Social Visit Pass for up to five years (TalentCorp). TalentCorp notes that spouse-related benefits apply to spouses legally married under Malaysian law.

What did the 1 June 2026 Employment Pass changes mean for RP-T planning?

Malaysia’s revised Employment Pass salary policy takes effect on 1 June 2026, raising minimum salary thresholds and introducing a structured maximum employment duration for each category. Both changes make it worth planning your long-term status earlier than you would have a year ago.

The Expatriate Services Division sets Category I at RM20,000 and above with an employment duration of up to 10 years; Category II at RM10,000–RM19,999, up to 10 years with a succession plan; and Category III at RM5,000–RM9,999, up to 5 years with a succession plan. Manufacturing and manufacturing-related services carry a different Category III threshold (ESD). All new and renewal applications submitted on or after 1 June 2026 must comply.

Read alongside the RP-T criteria, the sequencing is clear enough. The RP-T’s three-year qualifying period means planning has to start well before any duration limit comes into view.

How do you apply for the Residence Pass Talent Malaysia programme?

You apply directly to TalentCorp through the RP-T online portal — not through your employer, and not through an agent. TalentCorp states plainly: “TalentCorp will only accept submissions from applicants. Submissions from agents will NOT be entertained” (TalentCorp).

The published process for a new application runs as follows:

  1. Create an account and submit — register on the RP-T portal and complete the application form.
  2. Upload documents — submit all required supporting documents in the specified formats.
  3. Pay the application fee — RM500 per applicant, excluding tax.
  4. Application review — TalentCorp verifies completeness and accuracy.
  5. Approval notification — you receive an email with endorsement instructions.
  6. Shorten your Employment Pass — work with your employer to reduce your current pass validity.
  7. Endorsement and ePASS issuance — pay the remaining fees, submit your documents, and download your RP-T electronic pass.

On timing, TalentCorp publishes that a complete and correct application will be processed within 21 working days, with an email on application status within 10 working days after processing, and endorsement to be completed within six months of approval (TalentCorp). Those are published service standards, not a promise — real timelines vary with document completeness, panel scheduling and any follow-up requests. Fees are periodically revised, so verify current figures on the portal before you budget.

Where applications genuinely lose time is document preparation: mismatched tax records, employer paperwork that arrives late because nobody briefed HR, or certificates that need certified translation. That groundwork is worth doing properly before you open the portal.
